THE CHALLENGE
European agriculture is entering a period of profound transformation
Shifts in agro-climatic zones, altered precipitation patterns, and rising frequencies of extreme events are reshaping the ecological and economic conditions under which farming takes place in Europe. Recent floods in Thessaly, Greece (2023) and successive European heatwaves (2022, 2025) illustrate the limits of current resilience measures and the need for better anticipation of compound climate risks.
Agricultural planning and policy currently lack the tools to address the spatial and temporal complexity of these changes. Four gaps limit the sector’s capacity to prepare for the medium and long term:
Forecasts don't look far enough ahead
Most decision-support tools stop at seasonal forecasts. Farmers and planners need scenario-based intelligence that extends through 2100, not just next season.
Extreme weather is left out of the models
Floods, droughts, and heatwaves are intensifying, but they’re still rarely built into the resilience and planning tools farmers and advisors rely on.
What works in one region doesn't transfer to the next
Adaptation knowledge is fragmented and region-specific, so proven strategies are hard to reuse in other farming areas.
Climate data is too technical to act on
Climate and agricultural data are often too generic or too technical, so farmers and advisors struggle to put them to practical use.
